Yes and no. Uber operates in Bristol, but it has no official rank or pickup zone at Bristol Airport. You can request an UberX from the app and one may come, but availability is patchy, prices surge at busy times, and late at night you can be left standing outside arrivals watching the app say "finding your driver". A pre-booked taxi from £39 fixed guarantees a car.

How Uber actually works at Bristol Airport
Bristol Airport's official arrangement is with a rank operator, not Uber. So when you order an Uber there, you're asking a Bristol driver to come out to Lulsgate, about 8 miles from the city, on the chance of a fare. At 2pm on a Tuesday that usually works. At 1am, or when three easyJet flights land at once, drivers are thin on the ground and the surge kicks in.
A typical UberX to the city centre is around £34 before surge. With surge it can pass what a fixed-price car costs, and you find out the price after you've landed, tired, with your phone on 8%.

When Uber is fine
Daytime, hand luggage only, flexible, and you don't mind a possible wait or price jump. Genuinely, it'll probably be alright. We'd rather say that plainly than pretend otherwise.
When to pre-book instead
Early flights out (there's no surge on us at 4am, and no praying a driver accepts the job), late arrivals, kids and car seats, more than two bags, or anyone picking you up who'd otherwise pay the £8.50 Drop Off & Pick Up fee. Book before you fly and it's one less thing to think about on landing.
