There are two public transport versions: the A4 Air Decker bus direct from Bath bus station, next door to Bath Spa station, at £9.50 single and about an hour with stops, or the train to Bristol Temple Meads (about 12 minutes, around £10) then the A1 Flyer bus to the terminal (£9.50, 30 to 40 minutes), roughly £19.50 once you add both legs, plus the change and the wait between them.

The £19.50 is two separate tickets added together, not a through fare, and it assumes the connection at Temple Meads goes smoothly. Miss the Flyer by five minutes at that station and you're waiting for the next one with your cases on the platform.
Doing it with luggage
Neither the train nor the buses have a dedicated luggage van. There's no formal limit on what you can bring, but you're carrying it yourself between the platform at Bath Spa, the platform at Temple Meads, and then on and off the bus. For a case each, that's manageable. For a family with cases, a buggy and the extras a holiday adds on the way home, it's three separate lifts on and off public transport instead of one boot that closes once. The A4 Air Decker now runs around the clock, roughly hourly overnight, every day except Christmas Day, so there is a bus at almost any hour. The train side is different: services from Bath Spa thin out early and late and the timetable changes through the year, so we won't print an exact first or last departure here and risk it being wrong by the time you travel. Two adults sharing brings the taxi to £29.50 each; four brings it to £14.75, and at that point the gap to the bus is small enough that most groups take the door-to-door version.
